This is Blip. He is an Un-Iverse Easter Egg. In every single issue of The Un-Iverse, a single hidden Blip can be found. He is usually not TOO hidden, and with a few exceptions, you should be able to find him easily enough.
What is the purpose of Blip?
I believe the best reading of The Un-Iverse is not the first time you've read all 90 issues, but the second. Blip's inclusion is done to make rereading those issues especially interesting.
As far as the story goes, is Blip canon?
Yes. In fact, in the sequel The Supplements we'll find out Blip's true purpose and why he's there. And learning that will make rereading every issue you've found him in more fascinating and will answer a lot of questions for you. After the original 90 issues of The Un-Iverse (Plus or minus two or three Companions and Handbooks) The Supplements are scheduled to run for 17 issues. At the end of the last issue of The Supplements, I will create a "Blip Watch" or "Cheat Sheet" for every single one of his appearances.
And yes, there is a definite Narrative purpose for him showing up in every title. I'll give you a TINY hint: Be less concerned and looking for clues about where the Blip placement inevitably is. Give MUCH more weight and consideration to where he ISN'T.
