I think Locke is one of the few that has embraced the idea that the Survivors are meant to stay on the Island. From the point of view of Jack who wants to be rescued, it does seem Locke is making the wrong choice at every turn. Most of them are too fixated on being rescued rather than trying to solve the big mystery.
