You may be onto something with the voices and the monster connection. It is named after Cerberus, traditionally a three-headed beast. Could be its three 'heads' talking at once about the person its going after. Kind of an ominous warning sort of thing. At first I thought it was the Others playing telepathic mindgames with the Survivors.
