I never really thought about Charles' power but once you described it that scene between him and Peter in the season finale finally makes sense.

"I'm guessing it was amazing probablity that West and others have powers that we've seen before. There's only so many cool things one can do. What I want to know is if West or any of these new supers were tagged by the Company yet."

We know Matt's been tagged but have any of the other Supers we've already met actually been shown to have the neck-scars (not counting Ted and other dead supers?)
